Open Source in State Government I/T

Dan Bricklin has posted information about what Massachusetts Secretary of Administration and Finance Eric Kriss is trying to do re: using open source in state I/T applications.

This brings up the question of what California should be doing to manage its I/T environment with respect to software license and maintenance costs. Remember the flap about the big Oracle license arrangement about a year ago? Wonder how much the state spends on software? Maybe Arnold’s audit of the state budget will/should take a poke in that direction?
