“Phil comes from a different culture, a corporate culture,” says one state employee. “There is a reason in government that things are slow and there is red tape. There are personnel rules so we don’t have cronyism, so you don’t have that kind of Tammany Hall patronage you used to see in the 1800s. But with him, there’s more concern about bottom line than process.”
While process is important, isn’t getting to the right bottom line what leadership is really all about?
